Sustainability Loan Laarbeek

Are you planning to make your home more energy efficient? You may be able to take advantage of the sustainability loan. This allows you to borrow money to invest in an energy-efficient home.

How you arrange it

You can apply for a loan when you have an offer for the energy-saving measures you want to take. You can apply via this application form. If your application is approved, you will receive an allocation letter. With this allocation letter, you will apply for your loan within 8 weeks via www.svn.nl.

What you need to know

The sustainability loan allows homeowners to invest in energy-saving measures. For example, facade, roof or floor insulation, or a solar water heater or heat pump. This way you use more sustainable energy sources, reduce your energy costs and increase living comfort. In addition, it reduces CO2 emissions in the municipality.

Prerequisites:

  • Only owner-occupiers (including CoEs) and tenants can apply for loans.
  • Applying for a loan is possible from May 19, 2020 until the budget runs out. Applicants will be notified in time when the budget runs out.
  • The minimum amount you can borrow is € 2,500. The maximum amount is €10,000.
  • The term of the loan is 15 years. For amounts under €7,500, it is 10 years.
  • The loan is a construction deposit.
  • We want to avoid "stacking" loans. Therefore, the loan cannot be used together with the starter loan.
  • Early redemption can be done penalty-free from €250.
  • SVn (Stimuleringsfonds Volkshuisvesting Nederlandse gemeenten) sets the interest rate and further conditions. SVn tests the loans together with the municipality and takes care of the practical implementation for us.

Sustainability Loan Soest

With a sustainability loan you can, under good conditions and low interest, borrow money to make your home more sustainable. You can borrow the money for energy-saving measures, such as: wall, roof and floor insulation or HR++ glass. But you can also borrow money for measures to sustainably generate energy or heat. Such as solar panels, solar collectors or a (hybrid) heat pump.

The sustainability loan can be obtained from the National Heat Fund, not with the municipality of Soest. The National Heat Fund is an initiative of the central government. The Heat Fund has existed since 2013 and is the financing instrument of energy transition in the Netherlands.

What are the conditions?

  • You have not previously taken advantage of the previous temporary scheme Value Increase that ran for 2017 at your current address

  • You have recognized earthquake damage of at least €1000 and are in possession of one of the following supporting documents:

    1. A damage report or decision letter from the TCMG (Temporary Committee on Mining Damage Groningen) or IMG (Groningen Mining Damage Institute) stating that you have at least €1000 of recognized damage, recognized on or after March 19, 2018.
    2. A damage report or decision letter from the TCMG (Tijdelijke Commissie Mijnbouwschade Groningen) or IMG (Instituut Mijnbouwschade Groningen) that you have received after you have agreed to the reservoir settlement or the fixed compensation (€5,000 or €10,000).
    3. An offer letter "old damage report" from NAM (Nederlandse Aardolie Maatschappij) with at least €1000 of recognized damage.
    4. A ruling by a judge or the Soil Movement Arbitrator determining that damage of at least €1000 (category a or b) was recognized due to soil movement as a result of gas extraction, on or after Jan. 1, 2016.
    5. A damage report (commissioned) from the CVW (Centrum Veilig Wonen) showing recognized earthquake damage (category a or b) of at least €1000, recognized on or after January 1, 2016.
    6. A damage report (commissioned) from NAM (Nederlandse Aardolie Maatschappij) establishing that the damage, recognized on or after Jan. 1, 2016, is the result of soil movement due to gas extraction and amounts to at least €1000 (category a or b).
    7. Letter of presentation "old damage notification Trial Outlying Area" establishing that the damage, recognized on or after Jan. 1, 2016, is due to soil movement caused by gas extraction and amounts to at least €1,000.00 (category a or b).
    8. You have permission from the owner/landlord to apply for the grant for the address through a completed consent form.

    You are a tenant of a private - or not private - property and the owner/landlord has not yet applied for WVM for the address.

Quotes and invoices

Have the energy-saving measures not yet been implemented?

Then provide a signed quotation or signed order confirmation. This must include a start date or week number of commencement of work with a completion date within 24 months. In addition, the quote or order confirmation must also be signed with a signature from the contractor and you as the applicant.

Note! When you sign the quote, you are making a commitment. Is the date of signing before the date of the damage report? Then you made the commitment too early.

You may sign the quote subject to the grant. Should your application be rejected, you have no obligation with the installer. Furthermore, the start date or week number of the work may be agreed upon subject to planning and materials. The work must eventually be completed within 24 months.

Have you already had the energy-saving measures implemented?

Then provide a final invoice with proof of payment. This should include your name, export address, information about the measures performed, invoice date, invoice amount and contractor's information. The proof of payment must match the invoice and must not have been paid through a business bank account number.

Note! A final invoice is eligible (retroactively) only if the invoice date and proof of payment are after the date of your damage report.

If you submit an application based on a quotation whose obligation was incurred too early, you cannot rectify this with an invoice that does comply. After all, we have then already noted that the obligation was incurred on a date before the date of recognition of loss.

Energy investment allowance (EIA) for entrepreneurs

The scheme gives you an average 11% benefit. And on top of that, you will have the usual depreciation for your investment and a lower energy bill. For 2023, there is a budget of €249 million.

For whom.

The EIA is for all entrepreneurs subject to income tax or corporate income tax. A government organization, foundation or association can also take advantage of the EIA if they pay corporate income tax. The scheme is not for individuals.

Grant scheme for sustainability for Owner Associations (SVVE).

Owners' associations can apply for subsidies to make the building more sustainable. For example, for installing new window frames with insulating glass or insulating the roof.

Terms

  • The grant is applied for before work begins.
  • There is at least one owner-occupied home in the CoE whose owner is also the occupant.
  • Additional conditions apply by measure.

Subsidy for insulating glazing

The SVVE scheme allows VvEs to receive subsidies for insulating glazing. If glass insulation (within 24 months) is combined with roof, wall, cavity wall, or floor insulation, a heat pump or solar water heater, the VvE is eligible for the higher subsidy amount.

Subsidy for insulation measures

The SVVE scheme allows VvEs to receive subsidies for insulation measures. If you combine several insulation measures, a heat pump or solar water heater, the VvE is eligible for the higher subsidy amount.

  • There are minimum area requirements: for facade and cavity wall insulation, this is 10m2 per dwelling. For roof and floor insulation, a minimum of 70% of the total roof or floor area of the building must be insulated.
  • It is not possible to apply for subsidies more than once for the same insulation measure.

 

Subsidy for a heat pump or solar water heater

VvEs can apply for a subsidy to install a heat pump or solar water heater for sustainable heating. The subsidy amount is calculated based on the capacity of the installation. Typically, the subsidy is between 20 and 30% of the cost.

 

Grant for consulting and research

A survey or advice can be a good first step toward improving and making the building more sustainable. VvEs can receive subsidies for the following advice and surveys:

  • Energy scan or advice
  • Sustainable Multi-Year Maintenance Plan (DMJOP).
  • Asbestos inventory
  • Facade or concrete damage survey
  • Ventilation survey
  • Flora and fauna survey
  • Fire safety survey
  • Financial feasibility study (for a minimum of 2 measures).
  • Process guidance in the decision-making process
  • Consulting on the construction of charging station infrastructure.

A number of conditions apply:

  • The advice and surveys were carried out after January 1, 2024. This rule does not apply to the energy advice and DMJOP: they may have been issued before Jan. 1, 2024.
  • At the time of the grant application, the opinions and/or studies must not have been conducted more than two years ago.
  • Only one grant can be applied for per CoE for advice and surveys.

 

The subsidy amount is 75% of the invoices of all advice and surveys combined. There is a maximum amount based on the number of homes in the CoE:

Grant for charging station infrastructure

There is increasing demand for charging stations to charge electric cars. Therefore, VvEs can apply for a subsidy to build a charging infrastructure. This allows residents to purchase their own charging station.

A number of conditions apply:

  • Proof must be provided that the parking spaces are owned by the VvE members. This is stipulated in the subdivision deed.
  • Evidence must be provided of a positive decision (e.g., the minutes) of the association's General Assembly on the installation of the basic charging infrastructure.
  • A signed quotation with a technical description must be provided. The quotation must include the following components of the basic charging infrastructure:
    • power lines, conduit penetrations and/or cabling

    • Subdivision boxes and/or flat ribbon wiring

    • provisions for optimal power distribution and power consumption (smart charging)

    • Central way to turn off charging stations for fire safety

    • data network for connection to the internet

    • Number of parking spaces connectable to the basic charging infrastructure

    • How residents access charging stations

The subsidy is €100 per parking space for which the charging infrastructure is installed.

Investment subsidy for renewable energy and energy conservation (ISDE)

Private individuals can receive subsidies for making their own homes more sustainable. The Sustainable Energy Investment Subsidy (ISDE) is for insulation measures and sustainable heating.

Subsidy amounts for Heat Pumps and Solar Boilers

For the purchase of a (hybrid) heat pump or solar water heater, you can receive a subsidy of several thousand euros. The amount of the subsidy depends on the capacity and energy label of the device. Detailed amounts per device can be found in the report code lists on the website of the subsidy provider RVO:

Subsidy Amount for Connection to a Heat Grid.

For connection to a heat grid you can receive a grant of €3,325.

Subsidy Amounts for Insulation Measures.

For insulation measures, there is a fixed subsidy amount per square meter of insulation or glass. When performing 2 or more measures, this amount per square meter is doubled. Here are some examples of possible combinations:

  • Insulating the cavity wall in combination with installing HR++ glass.
  • Insulating the cavity wall in combination with a hybrid heat pump.
  • Insulating the roof along with connecting to a heat grid.

Grant Amount for an Electric Cooking Facility.

If your home is connected to a heat grid and the gas meter has been removed, you can receive a €400 subsidy for an appliance on which you can cook electrically, such as an induction cooktop. Note that this subsidy does not apply as a second measure to receive the higher subsidy on an insulation measure.

Important Eligibility Requirements:

  • You own the property and live there yourself (the property is not rented out).
  • The insulation measures meet the required insulation values and minimum square footage.
  • The application for subsidy must be submitted after the measures have been implemented.
  • The application must be submitted within 2 years (24 months) of the implementation of the first measure.
  • Only one application can be made for a specific insulation measure (e.g. cavity wall insulation, glass insulation, etc.).
  • Subsidy is granted only for measures carried out by a licensed construction company/installer.
  • When requesting, include the "report code" of the product or insulation material. Ask the installer for this code or refer to the quotation for details.
  • Several municipalities and provinces also offer subsidies for insulation measures. It is possible to apply for both an ISDE subsidy and a local subsidy for the same measures.
