Owners of buildings in NCG's reinforcement program with outdated reinforcement advice can receive €7,000 in subsidies for energy-saving measures such as insulation, solar panels or a heat pump.
Who is this grant for?
For owners of buildings that are in NCG's reinforcement program and have an assessment with outdated views.

What can you get a grant for?
- Energy-saving measures, such as roof, floor, wall and cavity wall insulation, HR++ or triple glazing, and insulating doors and frames.
- Renewable energy solutions, such as solar panels, solar water heaters, heat pumps, infrared panels and heat recovery techniques.
- Maintenance work, such as replacing window frames, roofing or electrical wiring.
- Building improvements, such as a new boiler, bathroom or kitchen.
- A customized recommendation for energy conservation and/or sustainability.
How much subsidy can you receive?
The grant will reimburse 100% of eligible costs, up to a maximum of €7,000 per address.
What are the conditions?
- The applicant is the owner of the property or building for which an application is made
- The building has or will receive a reinforcement assessment made with outdated insights. This means that the assessment was done with insights that do not yet take into account the cessation of gas production in 2022
- This is an assessment with the NPR:9998: 2018 epoch 2 or an earlier version of the NPR:9998
- You can combine the preservation measures with the reinforcement measures. You can also apply for the subsidy if your home or other building has already been reinforced.
- You can also send in bills and payment receipts of measures you have already taken after Nov. 6, 2020.
- You have two moments to submit an application. This applies per address and may be up to the maximum of 7,000 euros
- Measures for which you apply for a grant must be implemented within three years
- Note that in some projects this grant is already part of the reinforcement project
How does the SVG subsidy for owners' associations (VvEs) work?
It is not possible to apply from an Owners' Association (VvE) for the public or common parts. It is possible to apply individually that accrue to the joint parts of the VvE, such as the installation of solar panels or new glazing. It is then the responsibility of the recipient to coordinate the subsidy with the rest of the CoE owners.
When can you apply for a grant?
Application for the Groningen Sustainability Grant is possible until May 31, 2026.
Grant up to €17,000 when assessed with old insights
For homes that meet the old standard according to the old understanding, or a
assessment with new insights have/gain, other conditions apply.
These owners have been waiting a long time for an assessment and therefore receive extra
compensation. The grant can be applied for the same measures and
amounts to a maximum of €17,000.
Grant for Sustainability and Improvement Groningen - € 17,000
You are eligible for a subsidy of 17,000 euros to improve and preserve your home or building. This is because you have been waiting a long time for the assessment. As a result, you may have postponed maintenance or investment in your home or building. With this grant you can make your home or building more sustainable and improve it.
By improving your home or other building, you can fix overdue maintenance, make it more sustainable and provide greater living comfort. For example, you can use the money to remodel your kitchen or buy solar panels. In addition, this also applies to any outbuildings, such as a barn that is on your lot. The improvements are aimed at a sustainable improvement of your home. Investments to your contents, such as a new TV are not possible.

Who is this grant for?
For owners of buildings that are in NCG's reinforcement program and have or will have an assessment with new insights. Or have an assessment with outdated insights and this shows that no reinforcement is needed.

What can you get a grant for?
To improving and/or preserving your home or building. It may also be to outbuildings at the same address
You can spend the subsidy on any measures you want to install. That can be on solar panels, floor, wall and roof insulation, as well as maintenance or remodeling of your kitchen or bathroom
You can also send in bills and receipts from measures you have already taken after November 6, 2020
What are the conditions?
You have or will receive an assessment as an owner with the new insights. These insights assume stopping gas production in 2022
This means that your property will be assessed with the new insights
If you do already have an assessment with old insights and choose to have a reassessment you are also eligible for the 17,000 euro grant
If you have not yet received a decision on the reassessment from the NCG, please wait a little longer before applying for this grant
If you do already have an assessment with old understanding and it shows that your home does not need reinforcement measures
You have multiple application times to submit an application. This applies per address and this is allowed up to the maximum of 17,000 euros
Measures for which you apply for a grant must be implemented within three years
Owners Association
It is not possible to apply from a VvE for the public or common parts. It is possible to submit an individual application that accrues to the common parts of the VvE, such as laying solar panels, new glazing, intercom system, elevator and other public areas. It is then the responsibility of the grant recipient to coordinate this with the rest of the VvE owners. The SNN has no legal stake in this.
Grant for Sustainability and Improvement Groningen - € 10,000
Your property is in the designated zip code area. And is not part of the National Coordinator Groningen's reinforcement program. You can use the subsidy to make your home more sustainable or better. Examples include having the following installed solar panels, HR++ glass or a heat pump. Painting or a new bathroom is also among the options.
Sufficient money and sufficient time
There is plenty of money available for everyone who qualifies for this grant. You also have plenty of time - through Dec. 31, 2025 - to make your application and four years to do the work (or have it done).
Who is this grant for?
For owners of homes that are not part of NCG's reinforcement program but are located in the designated zip code area.

For conservation or improvement measures on your home or outbuildings at the same address. For example, a barn or garage

What are the conditions?
You own a building that is (co-)intended for residential use. Homeowners with a home-based business can also claim the subsidy. Think of a farmhouse or a hairdresser at home
The property is not included in NCG's reinforcement program
The property is in the designated zip code area. A zip code area is eligible for the subsidy if it has a minimum damage percentage of 40%. In addition to zip code areas with a damage rate of 40% or higher, zip code areas with a lower damage rate have also been added to the home improvement subsidy if they are enclosed by zip code areas with a damage rate of 40% or higher
The property was built and completed before January 1, 2016
You can apply for multiple grants within this subsidy scheme. This applies per address and may be up to a maximum of € 10,000.
After your application for this grant is approved, you have four years to carry out the work (or have it carried out)

What are the conditions?
You have not previously taken advantage of the previous temporary scheme Value Increase that ran for 2017 at your current address
You have recognized earthquake damage of at least €1000 and are in possession of one of the following supporting documents:
- A damage report or decision letter from the TCMG (Temporary Committee on Mining Damage Groningen) or IMG (Groningen Mining Damage Institute) stating that you have at least €1000 of recognized damage, recognized on or after March 19, 2018.
- A damage report or decision letter from the TCMG (Tijdelijke Commissie Mijnbouwschade Groningen) or IMG (Instituut Mijnbouwschade Groningen) that you have received after you have agreed to the reservoir settlement or the fixed compensation (€5,000 or €10,000).
- An offer letter "old damage report" from NAM (Nederlandse Aardolie Maatschappij) with at least €1000 of recognized damage.
- A ruling by a judge or the Soil Movement Arbitrator determining that damage of at least €1000 (category a or b) was recognized due to soil movement as a result of gas extraction, on or after Jan. 1, 2016.
- A damage report (commissioned) from the CVW (Centrum Veilig Wonen) showing recognized earthquake damage (category a or b) of at least €1000, recognized on or after January 1, 2016.
- A damage report (commissioned) from NAM (Nederlandse Aardolie Maatschappij) establishing that the damage, recognized on or after Jan. 1, 2016, is the result of soil movement due to gas extraction and amounts to at least €1000 (category a or b).
- Letter of presentation "old damage notification Trial Outlying Area" establishing that the damage, recognized on or after Jan. 1, 2016, is due to soil movement caused by gas extraction and amounts to at least €1,000.00 (category a or b).
- You have permission from the owner/landlord to apply for the grant for the address through a completed consent form.
You are a tenant of a private - or not private - property and the owner/landlord has not yet applied for WVM for the address.
Quotes and invoices
Have the energy-saving measures not yet been implemented?
Then provide a signed quotation or signed order confirmation. This must include a start date or week number of commencement of work with a completion date within 24 months. In addition, the quote or order confirmation must also be signed with a signature from the contractor and you as the applicant.
Note! When you sign the quote, you are making a commitment. Is the date of signing before the date of the damage report? Then you made the commitment too early.
You may sign the quote subject to the grant. Should your application be rejected, you have no obligation with the installer. Furthermore, the start date or week number of the work may be agreed upon subject to planning and materials. The work must eventually be completed within 24 months.
Have you already had the energy-saving measures implemented?
Then provide a final invoice with proof of payment. This should include your name, export address, information about the measures performed, invoice date, invoice amount and contractor's information. The proof of payment must match the invoice and must not have been paid through a business bank account number.
Note! A final invoice is eligible (retroactively) only if the invoice date and proof of payment are after the date of your damage report.
If you submit an application based on a quotation whose obligation was incurred too early, you cannot rectify this with an invoice that does comply. After all, we have then already noted that the obligation was incurred on a date before the date of recognition of loss.
