Home insulation subsidy Deventer

If your owner-occupied home is poorly insulated, you can apply for a subsidy of €1,300 to insulate. The house must have a WOZ value of less than € 340,000 (reference date January 1, 2022). In addition, your house must have energy label D, E, F or G or 2 or more poorly insulated building parts.

For which insulation measures do you get a subsidy? 

  • cavity wall insulation
  • facade insulation
  • floor insulation
  • bottom insulation
  • roof insulation
  • attic/floor insulation
  • glass and frame panels
  • insulating doors
  • fixing materials for installation of insulation in the case of DIY

In the following cases, you must choose between 2 insulation measures:

  • floor insulation or bottom insulation
  • roof insulation or attic/flat insulation.

Subsidy for insulation via insulating doors and/or insulating panels in window frames can only be combined with HR++, triple or vacuum glass.

Disconnecting rainwater Deventer

Rainwater is clean water that we can put to good use for our house and garden plants and to prevent dehydration. It is therefore unfortunate that much rainwater still disappears through the drainpipe into the sewer and mixes with polluted water. If your house or business premises are connected to the public mixed sewer system, you can disconnect your downspout from the sewer system. You can apply for a grant for this. Is it a newly built house or building? Then your building is probably already disconnected from the sewer system and you cannot get a subsidy.

Future-proof housing loan Arnhem

With the Future-proof Housing Loan (previously called "sustainability loan") you can finance energy measures such as insulation, a heat pump or solar panels. The loan is also intended to make your home life-proof, so you can live independently at home for longer. We offer the Future-proof Living Loan in cooperation with the Public Housing Stimulation Fund (SVn) and the Province of Gelderland.

Types of loans

There are 4 different loans with their own interest rates and amount you can borrow maximum:

Consumer loan

  • You can apply for a minimum of €2,500 and a maximum of €30,000.
  • You can borrow up to €50,000 for "zero on the meter" homes, making your home natural gas-free, or asbestos remediation combined with sustainability.
  • The interest rate is 1.6%.

Mortgage loan

  • You can apply for a minimum of €2,500 and a maximum of €50,000.
  • For a 10-year term, the interest rate is 1.6%.
  • For a 20-year term, the interest rate is 1.8%.

Redemption

  • Your home is worth more than the amount of your mortgage. With this excess value, you can future-proof your home.
  • You can apply for a minimum of €2,500 and a maximum of €50,000 through a mortgage loan.
  • The interest rate is 1.7%.

Customized loan

  • You can apply for a minimum of €2,500 and a maximum of €50,000 through a mortgage loan.
  • The loan applies to foundation repair, asbestos remediation and energy measures.
  • The interest rate is 1.7%.

Terms

  • You own and occupy an existing property or you are a private landlord of up to 3 properties in Arnhem.
  • You use at least 1 energy measure when investing in your home.
  • The measures for which you can apply for a loan can be found in the measure list.

You first request permission for the measures using the button below. Do you have permission? You will then receive an allocation letter by e-mail. With this letter you can apply for the loan at the Public Housing Stimulation Fund (SVn).

Subsidy energy measures for Homeowners in Elderveld-Noord, Arnhem (SWEN)

The SWEN is a subsidy scheme energy measures for 65 homeowners in the Arnhem neighborhood of Elderveld-Noord. Their homes are among rental properties owned by Volkshuisvesting Arnhem. Volkshuisvesting Arnhem is going to work on making their rental properties more sustainable. With this subsidy scheme, the private homeowners in the project area receive a contribution towards the cost of making their own homes more sustainable as well.

Terms

  • Only the addresses mentioned in the scheme can participate.
  • The owner must be an owner-occupier or an owner-landlord.
  • The grant amount is a maximum of €2,000.
  • Eligible measures include: roof insulation, floor insulation, insulation crawl space, insulation glass, electric cooking.
  • Electric cooking should be combined with insulation of the crawl space (to possibly connect in the future to a heat grid).
  • The work must be performed by a licensed contractor.
  • The work must be completed after Jan. 1, 2023.
  • Applications can be submitted no later than December 31, 2024
  • The work must be completed before the application is submitted.
  • An owner who has applied for a KWAS grant cannot apply for a SWEN grant.

Implementation of energy measures

Volkshuisvesting Arnhem is going to make rental housing in the Elderveld-Noord neighborhood more sustainable. This work will be carried out by contractor Van de Klok. Applicants of the SWEN subsidy scheme can also have the energy measures to their private home performed by Van de Klok and will receive an offer from the contractor. Applicants may also have the energy measures carried out by another approved contractor.

Assistance offered

Homeowners who want to use this subsidy can get help from a specialist. The municipality of Arnhem has hired bureau EANTE for this purpose. They can help you with advice and guidance on the steps you need to take and the choices you need to make. And in applying for the SWEN subsidy.

Request

You can apply for the subsidy digitally after implementation of the measures by registering with DigiD. With the application, you must attach the quotes and invoices of the work and a statement of account.

Subsidy Scheme for Owner-Occupied Housing Approach (SEWA) Arnhem

The SEWA grant is a grant scheme for a number of areas in the districts of Geitenkamp, Presikhaaf, Klarendal, Arnhemse Broek and Malburgen. In these areas addresses have been selected that may be eligible for the subsidy. To be eligible for this subsidy, at least 2 insulating measures must be able to be carried out at your homes.

As of Feb. 1, 2024, the subsidy scheme has been adjusted and improved by, for example, offering free in-home advice and personal assistance.

Terms

The renewed SEWA grant scheme is subject to the following conditions:

  • Your owner-occupied home is in the address list.
  • The house was built before 1983.
  • The WOZ value of your home falls within the national affordability limit (€ 390,000 in 2024).
  • You are owner/occupier or owner/lessor of the property.
  • You have a housing plan prepared by a consulting firm hired by the municipality.
  • You can and do implement at least 2 major insulation measures from this housing plan.

Individual or collective approach

For the SEWA subsidy, an individual or collective approach applies. With both approaches, you will receive free guidance and advice on which insulation measures are best for you. You will also receive support in applying for and justifying the subsidy. The advisors who guide you are chosen by the municipality.

  • With an individual application, you choose your own contractor to carry out the measures on your premises.
  • With a collective application, you join a collective insulation offering on your street.

Support further consists of the following services:

  • Creating a housing plan that includes the 2 most important insulation measures for your home.
  • Grant application assistance.
  • Assistance in applying for any loan.
  • Grant accountability assistance.
  • Assistance with any ISDE subsidy application.
  • Assistance in applying for a valid energy label (NTA 8800) after operations.

Working individually with SEWA (individual approach)

The individual approach is for homeowners who want to have their home insulated with a contractor of their own choosing. A consultant appointed by the municipality will prepare a housing plan for you and help with the application. From this housing plan, you choose at least 2 measures to insulate your home.

Roadmap

You take the following steps if you meet the requirements:

  1. You are eligible for SEWA and apply for free advice and support.
  2. An energy consultant will visit you and prepare a housing plan for you.
  3. You request quotes and collect the necessary documents.
  4. You apply for SEWA grants for a minimum of 2 chosen measures.

Grant application

Working together (collective arrangement)

The collective approach offers homeowners the opportunity to work with their street or neighborhood to insulate homes. A consulting party appointed by the municipality will prepare a personalized housing plan for you based on the type of home. The consulting party helps you with advice, support and implementation of the measures. This includes applying for the SEWA and ISDE subsidies.

The collective approach applies to:

  • Streets where housing corporations will insulate their rental properties. Homeowners can take advantage of the insulation measures performed by the same contractor as the housing corporation.
  • Streets or residential blocks with similar type of condominiums where the same insulation measures can be taken.

The municipality of Arnhem determines in which streets a collective approach is started. If an initiative arises in your neighborhood, we will inform you personally. You can then register with this initiative.

Owners association (VvE).

Is your property part of an association of owners and do you want to do it yourself? Then we ask you to record the permission of your CoE via the form Declaration of Consent of Owners Association (pdf, 63 kB). An Owners' Association can also make its own joint application if the Owners' Association is responsible for measures such as roof, floor and wall insulation.

Apeldoorn incentive fund grant scheme

The Subsidy Scheme Aanjaagfonds is a scheme of the Municipality of Arnhem and was created specifically to support sustainable neighborhood and community initiatives in the implementation of their activities. The scheme applies to initiatives that focus on energy transition and making your neighborhood climate proof.

Terms

  • You organize the initiative with 2 or more residents from the neighborhood.
  • The initiative is in the municipality of Arnhem.
  • The initiative has yet to start, retroactive funding is not possible.
  • For all terms and conditions, see the Booster Fund grant scheme.

Use of the Booster Fund

You can use the Booster Fund to start and develop sustainable initiatives in your neighborhood. With the subsidy amount you can get partial compensation for the deployment of a booster or organizational and communication costs. The sustainable measures themselves will not be reimbursed.

You can think of room rental, catering, costs for flyers and legal advice.

After the application, an advisor from the municipality reviews with you what is needed. For example, you will receive support for organizing activities such as:

  • a thermal camera walk through the neighborhood
  • an insulation collective purchasing action
  • a neighborhood sustainability fair.

There are 3 categories for which you can apply for a grant:

  1. Sustainable start-ups (maximum 500 euros)
  2. Sustainable go-getters (up to 10,000 euros)
  3. Sustainable fullers (maximum 20,000 euros)

Request

You can apply for the grant online using the "apply for grant" button. What to look out for when completing the online application:

  • The application must be submitted by 1 person from the initiative.
  • The other promoters must authorize the applicant.
  • Attach completed authorization forms during the online application.
  • You must have at least 1 completed and signed authorization form (pdf, 213 kB) Add, because you must apply with at least 2 neighbors.

Permeable or waterproof tiles Alphen-Chaam

With permeable paving, rainwater runs through the tiles into the ground. The tiles have an open structure. With water-permeable paving, the water passes between the tiles into the ground. These tiles have grooves on the edges and do not lie tightly together.The rainwater runs into the ground more easily this way.

Homeowner or tenant:

If you replace the current tiles for permeable or level tiles, you will be reimbursed 25% of the cost for an area of 20 m2 or larger, with a maximum of €1,000.

Organization:

If you replace the current tiles for permeable or water-permeable tiles, for an area of 20 m2 or larger, you will be reimbursed 25% of the costs with a maximum amount of € 1,000. For an area of 40m2 or larger, you will receive a maximum of €2,000.

Water fence or wadi Alphen-Chaam

You can install a water fence. This is a rain barrel in the form of a fence. Another solution to collect rainwater is a wadi. This is a lowered area in your garden that temporarily collects the water, after which the water slowly sinks into the soil (infiltration).

Homeowner or tenant:

For installing a water fence or wadi, you will be reimbursed 25% of the cost with a maximum of €250.

Organization:

For installing a water fence or wadi, you will be reimbursed 25% of the cost with a maximum of €500.

Green roof, sedum roof or grass roof Alphen-Chaam

A green roof holds water when a lot of rain falls at once. In summer, such a roof is cooler. A green roof does require more maintenance than a normal roof.

For installing a green roof, you as a homeowner or renter get:

  • For an area of 7m2 or more or
  • At 25 liters or more per m2

€20 per m² subsidy with a maximum of €1,500.

For organizations:

  • For an area of 14m2 or more or
  • At 25 liters or more per m2

€20 per m² subsidy with a maximum of €3,000.

Tile out, green in Alphen-Chaam

By removing tiles (tile-sweeping), water drains into the ground more easily during rainstorms.This makes the sewers less likely to fill up. Planting flowering plants is good for insects, such as bees and butterflies.

Homeowner or tenant:

For replacing tiles for greenery, for an area of 5 m2 or larger, you will be reimbursed 25% of the cost with a maximum of €500.

Organization:

For replacing tiles for greenery, for an area of 10 m2 or larger, you will be reimbursed 25% of the cost by €1000.
