Are you a homeowner or tenant in the earthquake area with recognized quake damage? And have you received a damage report or compensation of € 1,000 or more from the IMG? Then you can make use of the Valuation Grant to make your house more sustainable.

Who is this grant for?

Homeowners and tenants in the earthquake area with recognized quake damage who meet the conditions below.

What can you get a grant for?

  • Roof, floor or facade insulation

  • Wall insulation

  • HR++(+) glass

  • Frame required for HR++(+) glass

  • Insulating glass for a monument

  • Frame required for insulating glass for a monument

  • Combi-boiler with high efficiency including heating elements and piping required for this, if not present

  • (Micro) HRe boiler

  • HR air heating

  • Solar Panels and solar collectors

  • Solar water heater

  • Pellet stove

  • Heat pump

  • Infrared panels

  • Thermal Storage

  • Heat recovery techniques

  • Low temperature heating

  • Energy-efficient floor heating pump

  • Device to be connected to a smart meter, primarily designed to provide insight into energy consumption

  • Wind power generation techniques.

What are the conditions?

  • You have not previously taken advantage of the previous temporary scheme Value Increase that ran for 2017 at your current address

  • You have recognized earthquake damage of at least €1000 and are in possession of one of the following supporting documents:

    1. A damage report or decision letter from the TCMG (Temporary Committee on Mining Damage Groningen) or IMG (Groningen Mining Damage Institute) stating that you have at least €1000 of recognized damage, recognized on or after March 19, 2018.
    2. A damage report or decision letter from the TCMG (Tijdelijke Commissie Mijnbouwschade Groningen) or IMG (Instituut Mijnbouwschade Groningen) that you have received after you have agreed to the reservoir settlement or the fixed compensation (€5,000 or €10,000).
    3. An offer letter "old damage report" from NAM (Nederlandse Aardolie Maatschappij) with at least €1000 of recognized damage.
    4. A ruling by a judge or the Soil Movement Arbitrator determining that damage of at least €1000 (category a or b) was recognized due to soil movement as a result of gas extraction, on or after Jan. 1, 2016.
    5. A damage report (commissioned) from the CVW (Centrum Veilig Wonen) showing recognized earthquake damage (category a or b) of at least €1000, recognized on or after January 1, 2016.
    6. A damage report (commissioned) from NAM (Nederlandse Aardolie Maatschappij) establishing that the damage, recognized on or after Jan. 1, 2016, is the result of soil movement due to gas extraction and amounts to at least €1000 (category a or b).
    7. Letter of presentation "old damage notification Trial Outlying Area" establishing that the damage, recognized on or after Jan. 1, 2016, is due to soil movement caused by gas extraction and amounts to at least €1,000.00 (category a or b).
    8. You have permission from the owner/landlord to apply for the grant for the address through a completed consent form.

    You are a tenant of a private - or not private - property and the owner/landlord has not yet applied for WVM for the address.

Quotes and invoices

Have the energy-saving measures not yet been implemented?

Then provide a signed quotation or signed order confirmation. This must include a start date or week number of commencement of work with a completion date within 24 months. In addition, the quote or order confirmation must also be signed with a signature from the contractor and you as the applicant.

Note! When you sign the quote, you are making a commitment. Is the date of signing before the date of the damage report? Then you made the commitment too early.

You may sign the quote subject to the grant. Should your application be rejected, you have no obligation with the installer. Furthermore, the start date or week number of the work may be agreed upon subject to planning and materials. The work must eventually be completed within 24 months.

Have you already had the energy-saving measures implemented?

Then provide a final invoice with proof of payment. This should include your name, export address, information about the measures performed, invoice date, invoice amount and contractor's information. The proof of payment must match the invoice and must not have been paid through a business bank account number.

Note! A final invoice is eligible (retroactively) only if the invoice date and proof of payment are after the date of your damage report.

If you submit an application based on a quotation whose obligation was incurred too early, you cannot rectify this with an invoice that does comply. After all, we have then already noted that the obligation was incurred on a date before the date of recognition of loss.

VAT zero rate on solar panels

From January 1, 2023, the VAT rate for the supply and installation of solar panels on or near a property is 0%. You can read more about the conditions on this page.

Solar panels mean panels whose function is to generate power from sunlight using photovoltaic cells (also called PV cells or solar cells).

For which solar panels does the zero rate apply?

For the next solar panels The VAT rate of 0% applies:

  • non-integrated solar panels
    These solar panels are the most commonly used. They are mounted on the roof or somewhere else near the house.
  • integrated solar panels
    These are solar panels that also act as roofing materials. Please note that integrated solar panels on a new home are subject to the 21% rate. You can read more about this at the bottom of this page.

What does "on or near a property" mean?

An important condition for the 0% rate is that the panels are installed and delivered on or near a residence.

This includes:

  • A garage or shed attached to a home, a conservatory and an addition or extension
  • a garden at a residence
  • a vacation home
  • A home business, as long as the solar panels are also used privately
  • An Owners Association purchasing solar panels for use on an apartment complex

What is covered by the 0% rate?

  • the supply and installation of non-integrated solar panels
    These solar panels are the most commonly used. They are mounted on the roof or somewhere else near the house.
  • the supply and installation of integrated solar panels
    These are panels that also act as roofing materials. Please note that integrated solar panels on a new home are subject to the 21% rate. You can read more about this at the bottom of this page.
  • work and goods directly necessary for the installation and operation of the solar panels
    For example (the installation of) cables, a PV distributor, mounting materials and so-called optimizers and inverters. And also the adjustment of the meter box or the cutting of roof tiles for the purchase of the solar panels.
  • disassembly followed by installation of the solar panels on another property
    For example, if the solar panels are taken with you when you move. Also, if the solar panels are temporarily disassembled, for example, because the underlying roof needs to be replaced, the 0% rate on disassembly applies. The same applies if the panels need to be replaced because they are broken or obsolete.
  • so-called "Plug and play" solar panels, as long as they are installed on or near a home

What falls not under the 0% rate?

The following goods and services remain subject to the VAT rate of 21%:

  • the supply and installation of non-integrated solar panels with multiple functions
    For example, PVT systems, solar collectors or solar panels in windows.
  • the supply and installation of solar collectors that convert sunlight into heat
  • the supply and installation of solar panels on a commercial building without a residential function
  • the supply and installation of solar panels on public buildings and other buildings used for public interest activities
  • A reinforcement of the roof for the installation of the solar panels
  • cable routing
  • the provision of a smart meter
  • the supply and installation of a bird barrier or snow ramp
  • goods not purchased specifically for the installation of solar panels
    For example, the delivery of a new inverter because the old inverter broke down. Or cables that are not delivered or installed in connection with the installation of solar panels.
  • the supply and installation of a heat pump
  • delivery and installation of a battery pack

Exception for integrated solar panels on new construction homes

Are you an installer or supplier of solar panels? You charge 0% VAT for the installation and supply of integrated solar panels on new-build homes. This is because you do not supply the new-build home (which is subject to 21% VAT), but you only install or supply the integrated solar panels on the home. And that is taxed at 0% VAT.

Are you delivering not only the integrated solar panels, but also the new home itself? Then the solar panels are included in the delivery of the house. So the installation and delivery of the solar panels are then taxed with 21% VAT, just like the house. Read more at Solar panel installers and suppliers.

Are you buying a new home? Then you will pay 21% VAT for your integrated solar panels. Because the integrated solar panels are part of the new construction home. Subsidy for climate-proof measures Water Board Aa and Maas

Amount

The amount depends on the measure you take and the area where you live. There are municipalities with multiple water boards. To qualify for the subsidy, you must live in the water board's service area. You can know this by checking which water board you pay your annual water tax to.

Main conditions

  • You apply for funding before you start work, up to six months in advance
  • The project takes place in built-up area, such as a village center or town
  • The measures provide long-term improvement: So you can't just undo them
  • You have not previously received funding for the project
  • Newly built homes built after 2008 should not get a subsidy for disconnection, but they do for a green roof
  • A green roof has a water holding capacity of at least 30 liters per m2
  • You have six months to complete the project

Grant Green Roofs Apeldoorn

Amount

Maximum €30 per m2 with a maximum of €2,500 per home.

Main conditions

  • You own the property or have written permission from the owner as a tenant
  • You apply for the grant before you start construction
  • The property was built before 2012 and is currently connected to the mixed sewer system
  • The roof area is a minimum of 30 m2. For a smaller roof, you may also apply with several residents of the community
  • A minimum of 20 liters of water can be collected per m2

Rainwater disconnection subsidy Apeldoorn

Amount

Between €6 and €12 per m2 of roof, depending on the method of capture. For specific amounts, check the website of the provider of this subsidy.

Main conditions

  • You own the property or have permission from the owner as a tenant
  • The property was built before 2012 and is connected to the mixed sewer system
  • You disconnect a minimum of 30 m2 of roof
  • You provide good water collection and adequate storage
  • You apply for the grant before you start work

Subsidy green roof, garden or collecting rainwater Alphen aan den Rijn

Amount

The maximum subsidy is 50% of the cost with a maximum of €2,000 per home. Furthermore, the subsidy differs per measure. For a subsidy green roof, garden or collecting rainwater in Alphen aan den Rijn.

Main conditions

  • You live in an area eligible for the grant
  • You apply for grants before the measures are implemented
  • You may apply for multiple measures
  • No similar measure has been taken before
  • You have not previously received funding for the measure
  • The property is older than 2 years
  • The measures will be implemented within 6 months of approval of your grant application.
  • Measures are well maintained for at least 5 years after implementation

Grant 'go green' Almelo

Amount

Grant money is now only available for installing a green roof, sedum roof or grass roof: for this the subsidy is €21.73 per m2

Main conditions

  • You apply for the grant before you start work
  • You perform the work within 8 weeks
  • You can make a maximum of 1 application per address per year
  • You can also apply for subsidies as a tenant. For some measures you then need permission from the owner
  • The roof is minimum 5 m2 and maximum 90 m2

Green and animal welfare grant Alkmaar

Amount

100% of the costs with a maximum of €4,500 per application per year.

Main conditions

  • You can get grants for:
    • replacing paving with greenery, with an area of at least 5 m2 or at least 5 facades in the same street
    • replacing existing greenery with greenery with a higher value for the
      biodiversity
    • the creation of edible greenery, such as a neighborhood vegetable garden
  • You maintain the greenery for at least 5 years
  • Planting trees or purchasing pots are not covered by the grant

Subsidy for disconnecting rainwater Aa and Hunze

Amount

From €400.

Main terms

  • You apply for the grant before you start ethe work
  • The downspout has not previously been disconnected from the public mixed (or wastewater) sewer system
  • you disconnect a minimum of 40 m2
  • It is clear what happens to rainwater after disconnecting the downspout
  • You own the existing building and plot

  • You occupy your own home in the municipality of Assen
  • Your home was built before 1995
